The proposals for Harlow North emerged from an Enquiry by Design to explore the site's potential for a strategic development in response to the growth and regeneration issues facing the area. The Enquiry was commissioned by Ropemaker Properties Limited, owners of over 1,000 hectares of land located immediately north of the River Stort.
