Delivery of the project will be assisted by the adoption of design codes for the whole development, in line with the latest Government guidance. In addition, a sustainability protocol will be developed to ensure that the sustainability principles behind the project are carried through to construction and implementation.

A series of stakeholder consultation processes are envisaged as the project progresses, including further Enquiry by Design-type exercises which will call upon and involve a broad range of stakeholders in the determination of the final town and neighbourhood plans if an allocation for development is granted.

Ropemaker Properties Limited proposes to work in partnership with the District and County authorities to establish shared objectives and procedures and provide for community involvement and liaison with central and regional government on funding and other issues.

If planning permission were granted by 2010, it is estimated that the first houses could be occupied by 2012/2013 and about 10,000 houses completed by 2021, of which between 3,000 and 4,000 would be affordable. In the longer term the site could provide for about 25,000 homes.
