Hertfordshire Structure Plan Examination in Public (EIP) considers Ropemaker Properties Limited's ‘Maplecroft' proposal, based on a scenario floated in the Structure Plan consultation that satellite development may be a way of satisfying housing need. The Inspector judges that Maplecroft is too distant from Harlow, and development at West Stevenage, in the Green Belt, is chosen in preference.

Ropemaker Properties Limited makes a proposal to the RPG9 review of the regional plan for expansion of Harlow to the north, adjacent to the northern Harlow boundary and including land in the Green Belt area (as in the West Stevenage proposal). Ropemaker Properties Limited is invited to the EIP to discuss Harlow rather than the Harlow North site. Inspector Crowe recommends a large housing increase for the region. Government does not follow this recommendation in its entirety in the approved RPG9 (Regional Planning Guidance), but includes Harlow as a Priority Area for Economic Regeneration (PAER).

EERA (the East of England Regional Assembly) approve the "East of England Plan " (previously RSS14, the in-principle policy guidance for major developments within the East of England region) to be placed on deposit for a period of public consultation (8 December 2004 - 16 March 2005) prior to an Examination In Public in September 2005.
